건강증진기본법 제정에 관한 연구

Abstract

We have a lot of health problems such as an aging society, decrease of the birth rate, increase of the chronic diseases, shortage of health facilities in fanning and fishing communities and the sharp increase of the medical expenses which we have to solve. Although there is Public Health Promotion Act, which does a role of the mother law in health promotion now, that isn"t capable of satisfying our desires for health promotion things. We need a Fundamental Health Promotion Act which can improve public health promotion systems, service our increasing desires of health promotion. The major points of the Fundamental Health Promotion Act are sumarized as follows : First, the Fundamental Health Promtion Act has to work as a mother law in health promotion and have the comprrehension including the improvement of living conditions, detection of the disease in early stage, the expansion of infrastructure for health promotion and development of the social environments for health. Second, we need to reorganize support-organizations for health promotion and divide their jobs systematically through the Fundamental Health Promtion Act. Third, the Fundamental Health Promtion Act should prepare the appropriate, concrete and various Funds for health promotion business.
