의료기기 품목분류를 기반으로 한 HS CODE 개선방안 연구

Abstract

의료기기산업은 기술력과 경쟁력, 그리고 발전 가능성 측면에서 국내 산업 중 높게 평가되는 산업 중 하나이다. 2022년 기준 국내 의료기기산업은 글로벌 국가 시장 규모 중 9위를 기록하였으며 지속적인 성장세를 이어가고 있다. 그러나 국내 의료기기 제조업체들은 수출 관련 법규나 규제 등의 어려움에 직면하고 있으며, 특히 수출에 필요한 HS CODE와 식품의약품안전처 품목분류 체계가 서로 일치하지 않아 수출 관련 데이터 수집과 관련한 문제가 발생하고 있다. 따라서, 본 연구는 HSK CODE를 통해 제시된 의료기기와 그에 따른 의료기기 품목분류의 정의를 조사하여, 의료기기 품목분류를 기반으로 한 HS CODE 개선 방안을 제시하여 국내 의료기기 수출 동향을 분석할 수 있는 분류체계를 마련하는 것을 목적으로 하였다. 그 결과, HSK CODE에서 제시하고 있는 의료기기의 중복된 데이터를 제거하고, 미분류된 의료기기를 매칭하여 2,133개의 의료기기에 대한 HSK CODE 매칭을 통해 관세통계통합품목분류표의 개선방안을 제시하였다. 또한, 분류되지 못한 의료기기의 분야와 그 원인을 검토하고 개선 방향성을 제시하였다. 본 연구를 통해, 향후 우리나라 우리나라 기업들이 국제 무역 진행 시 허가된 의료기기 품목명을 기준으로 HS CODE를 원활하게 매칭할 수 있고, 그를 통해 국내 의료기기 무역 통계의 정확도를 향상시켜 정부에서 우리나라 의료기기 수출 방안을 마련할 때 도움이 될 수 있기를 기대한다. The medical device industry is one of the most highly regarded industries in Korea in terms of technology, competitiveness, and development potential. As of 2022, the domestic medical device industry ranked 9th in the global national market and continues to grow. However, domestic medical device manufacturers are facing difficulties in export-related laws and regulations, and in particular, HS CODE required for export and the Ministry of Food and Drug Safety's item classification system do not match each other, causing problems related to export-related data collection. Therefore, the purpose of this study was to investigate the definition of medical devices presented through HSK CODE and the classification of medical device items accordingly, and to establish a classification system to analyze domestic medical device export trends by presenting HS CODE improvement measures based on medical device item classification. As a result, duplicate data of medical devices presented by HSK CODE were removed, unclassified medical devices were matched, and HSK CODE matching for 2,133 medical devices was proposed to improve the tariff statistics integrated item classification table. In addition, the field of unclassified medical devices and their causes were reviewed, and directions for improvement were suggested. Through this study, it is hoped that Korean companies will be able to smoothly match HS CODE based on the approved medical device item name during international trade, thereby improving the accuracy of domestic medical device trade statistics to help the government come up with measures to export Korean medical devices.
