이 연구는 군병원정보시스템의 성공적 개발과 실행을 위하여 반드시 잘 관리해야 하는 것으로 인식되는 중요성공요인이 무엇인지를 발견하고, 군병원 조직을 구성하는 전문 집단인 군의(치의 포함), 간호, 의정, 군무원/하사관 등 4개 병과별 중요성공요인에 대한

우선순위 인식에 차이가 존재하는지를 검토하는데 있다.

연구를 수행하기 위하여 군병원에 근무하고 있는 관리자들을 대상으로 204명의 표본을 추출하고 1993년 9월에 자기기입식 설문지를 사용하여 연구 조사를 하였는데 그 연구 결과는 다음과 같다.

첫째, 이 연구에서는 군병원정보시스템의 성공적인 개발을 위한 중요성공요인으로 20개의 요인들을 도출하였다. 이들 중요성공요인의 상위 5위권을 살펴보면, 1위는 '부대지휘관의 적극적인 이해와 지원'이었으며 다음으로 '우수한 전산 인력의 확보 및 개발', '부

대관리와 정보기술에 능한 전산관리자의 육성', '시스템 개발을 위한 장기전략 계획 수립', '의무 전산망 구축(예하 병원간 On-Line구축)'등의 순서로 나타났다. 중요성공요인 중 상위 5위권에는 들지 않았으나 군병원환경과 관련된 항목인 '병원 신, 개축시 전산터미널의 연결을 고려한 설계', '정확한 자료의 입력에 의한 의무통합데이타베이스 구축', '의료장비와의 연결을 고려한 정보시스템 구축', '군의관의 참여의식 고취'등 4개 항목이

중요성공요인으로 평가되었다.

둘째, 중요성공요인에 대한 병과별 인식에 차이가 있는지를 분석한 결과 간호와 의정, 군의와 간호간에는 순위가 비슷한 것으로 나타났으며 그외의 병과들간(군의-하사관, 군의-의정, 간호-하사관, 하사관-의정)에는 통계적으로 상관성을 보이지 않았다.

셋째, 개별 중요성공요인을 개념적으로 통합한 5개의 요인 범주들은 대체적으로 타당성이 있음이 입증되었으며 요인범주별 우선 순위를 보면 전술적 관리요인, 인력 교육 및 개발 요인, 전략적 관리 요인, 응용 개발 요인, 정보 기술관리 요인의 순으로 나타났다.

이상의 결과를 정리해 볼 때, 군병원의 성공적인 정보시스템 개발을 위해 군병원조직의 특성과 기술적인 측면, 응용개발 및 관리적 측면이 충분히 고려된 장기전략계획수립이 이루어져야 하고 부대 지휘관의 시스템 개발에 대한 지식과 이해 그리고 충분한 지원이 이루어져야 한다. 그리고 사용자의 관심과 참여를 유도하고 적극적으로 시스템을 이용할 수 있도록 사용자 중심의 시스템 개발이 이루어져야 하며 시스템에 대한 사용자들의 요구사항을 충분히 지원해 줄 수 있도록 전산인력의 능력이 강화되어야 한다. 급변하는 안보환경 속에서 군병원정보시스템의 보다 효율적으로 개발, 운영, 유지하기 위해 이 연구를 기초로 하여 군병원정보시스템 관리에 보다 많은 정보를 제공할 수 있는 심층적인 연구들이 있기를 기대한다.





A Study of perception on Critical Success Factors for the successful Development of

Military Hospital Information Systems

The purposes of this study were to explore the Critical Success Factor(CSF) for

the successful development of military hospital information system(MHIS) and to

examine the differences in the perception on CSFs among four branches (Surgean,

Nurse, Medical Administration and Sergent) using questionaire method. In this

study, 204 samples were surveyed from military hospital managers using simple

random sampling on September 1993.

The results of the study were as follows:

First, 20 CSFs were identified as the CSFs for the successful development of

MHIS. Top 5 CSFe in the order of importance were as follows: (1) positive

understanding and strong support of commander in military hospital, (2) recruitment

and development of information system(IS) specialists, (3) development of IS

managers, (4) long-term strategic planning, (5) development of medical

communication network(local area network within hospital). While they were not

being ranked as top 5 CSFs, 4 factors specifically related to military hospital

environment were also identified such as 'consideration of computer facility during

the design or Modification of hospital','building of integrated medical

database','consideration of interface between computer and medical equipments', and

'promotion of surgean's participation'.

Second, In comparison of the differences among 4 branches about perception of the

importance of the CSF, there were some similarities in ranks for surgean-nurse and

nurse-medical administration. But other groups(e.g. surgean-sergent,

surgean-medical administration, sergent-nurse and sergent-medical administration)

had different ranks.

Third, 5 categories of the composite CSFs based on characteristics of CSFs were

empirically proved to be valid. The order of the 5 factors categories were : (1)

tactical management items (2) development of human resources (3) strategic

management items (4) application development (5)information technology management.

In conclusion, for the successful development of the MHIS, long-term strategic

planning which sufficiently reflects the characteristics of military hospital

organization, technology factor, application development and management factor

should be developed. In addition, commanders should have knowledges and

understanding about MHIS and should strongly support MHIS development. Also,

user-oriented system should be developed to increase user's interest and

participation by recruiting and training capable IS specialists.
