보건통계정보의 활용도 제고를 위한 보건의료통계지도에 관한 연구

Abstract

[한글]보건통계는 인간의 신체 및 정신 건강에 대한 질을 가늠하는 중요한 지표가 되는 것으로 국민의 인간다운 삶을 국가가 보장하는 복지국가에서 국가 정책의 우선순위와 방향을 결정하는 중요한 좌표가 된다.

인구고령화의 급속한 진전, 국민의식 변화 및 요구의 증대, 의료공급의 대 변환 등으로 인해 국내외적으로 보건통계의 중요성과 수요가 점차 증대되고 있으며, 보건 인식 및 환경변화에 따른 새로운 정책문제와 보건정책수요가 급증하고 있어 현재 보건통계의 품질을 향상시켜야 하는 필요성을 가진다고 할 수 있다

많은 예산과 노력을 투자하여 제작된 국가보건통계정보가 그 활용도는 그다지 높지 않은 수준인 것은 이용자의 필요와 기호에 맞지 않게 통계가 생산되었기 때문이라고 할 수 있다. 보건통계의 활용도를 제고하기 위해서는 이용자들이 사용하기 쉽고 알아보기 쉬운 방법으로 보건통계자료를 제공해야 할 것이다.

본 연구에서는 이와 같은 보건통계정보 활용도를 제고하는 방안으로 보건통계지도의 작성을 제안하였다. 또한 국가보건통계지도의 제작은 어느 한 기관이나 개인의 독자적인 노력으로 진행될 수 있는 것이 아니라 보건통계를 제작, 배포하고 있는 여러 국가기관 및 연구소, 통계청, GIS 전문가, 실 이용자 등의 여러 주체들이 각 분야에서 자신의 역할을 충실히 수행하고 협력적인 체계를 구축해야한다. 효율적인 통계지도를 작성하기 위해서는 그에 따른 보건통계정보의 발전 역시 필요하다 할 수 있다. 보건통계정보의 발전을 위해서는 조직과 인력을 보강하기 위한 투자증대, 보건통계생산을 기획, 관장하는 통계작성담당조직의 설립, 다양한 통계수요를 충족할 수 있는 새로운 통계의 개발 및 통폐합 개선, 국가보건통계 자료의 정보화의 추진, 보건통계의 표준화 방안 마련, 관계법령이 정비 및 제작지침에 대한 연구 및 국가보건통계지도의 제작 및 유통의 추진주체들간의 긴밀한 유기관계가 필요하다

[영문]The health statistical information is not only important directing guide which can forecast quality of human body and mental health, but also it's important mark to determine one national policy of the priority order and direction for a welfare state.

In these days, it increases requirement and importance of the health statistical information in domestic and foreign due to the high rate of increase in an aging population, changing of peoplehood and increasing of demand and big conversion of supply medical treatment. Therefore, it is necessary to promote quality of the health statistical information caused by a sudden increase new policy problem demand of the health policy for health recognition and changing health environment.

However, it doesn't reinaugurate much to use of national health statistical information which is invested by a lot of national budget and effort, because it was not produced by demanding and taste of users. Accordingly, the health statistical information should provide easy to use and understand for users.

I suggest drawing up atlas of health care for utilization improvement of health statistical information on this study. Also drawing up atlas of health care can not be made it up by individual or organ, but it can be completed by all members together, such as national organs and research institutes which make and distribute widely health statistical information, the National Statistical Office, GIS experts, and actual users. To draw up atlas of health care efficiently, it also demands growth of health statistical information. Therefore, it needs increasing invest for reinforce organization and human power, establish charge of drawing up health statistical information to plan for produce health statistical information and control, reclamation, conduct the merger and abolition reformation of new health statistical information for satisfaction various demanding statistical, information-oriented data of national health statistical information, arrange plan for standardization health statistical information, consolidate relation laws, study of manufacture guide, draw up atlas of national and close relationship of drive main bodies between production and currency
