A MEASUREMENT OF THE LEVEL OF FERTILITY BY THE TYPE OF FAMILY PLANNING ACTIVITIES

(KYUNGGI PROVINCE, 1968-1969)

Analyses and measurement of various fertility levels are most popular methods in

the evaluation of family planning programme, as they have been studied by prominent

scholars (i.e., D.J. Bogue, 1970).

Since 1962, Korean Government has initiated a nation-wide family planning program

to reduce her high birth rate, and hitherto many programmes have been successfully

completed so far as known. In 1968, the Korean Government started to organize a

village level mothers' classes to improve acceptance rate in contraceptives and

through these mothers' classes, education of eligible women, follow-up visits, and

supplying contraceptives have been undergoing.

In 1968, Center for Population and Family Planning, Yonsei University, conducted

a family Planning Demonstration Study Project to evaluate whether the village level

mothers' classes could be effective in increasing the rate of acceptance and

continuation of contraceptive use. The Study Project was completed at the end of

March 1970 and the Center conducted a field survey to evaluate the overall effect

of the programme, namely, knowledge of, attitude toward, and practice of family

planning, and fertility.

This paper analyzes the data from the Survey on Fertility and Family Planning in

Kyunggi Province, which was conducted by the Center in April, 1970, and service

statistics which had collected by Public Health Section, Bureau of Health and

social Affairs, Kyunggi Provincial Government, through routine administrative

sources, and 1966 Census monograph which was published by Economic Planning Board,

Korean Government as well as its Post Enumeration Survey data, in other words, the

1966 Special Demographic Survey data.

Consequently, this paper deals with following items:

1) Estimation of fertility by the type of areas; in the first type of area (A)

one mothers' class was organized per administrative village, in the second type of

area (B) one mothers' class was organized per legal village, and in the third type

of area (C) no mothers' class was organized for the control.

2) Analyses of demographic characteristics by the type of areas.

3) Analyzing the accuracy of the data adopted and correction of them.

Results;

The results of this study are as follows:

1) Estimated crude birth rates were 36.7 per thousand in the A area, 28.3 in the

B area, and 29.8 in the C (Control) area, respectively.

Estimated general fertility rates were 177 per thousand child bearing aged women

(women aged 15 to 49) in the A area, 138 in the B area, and 143 in the C area,

respectively.

Child-woman ratios were 605 per 100 child bearing aged women in the A area, 576

in the B area, and 533 in the C area, respectively.

2) Estimated total fertility rates were 6.0 per a child bearing aged woman in the

A area, 4.8 in the B area, while it was 4.8 in the C area, respectively.

Longitudinal total fertility rates were 4.9 per a child bearing aged woman in the

A area, 5.0 in the B area, and 4.8 in the C area, respectively.

3) Those women aged 30-34 showed the highest age specific fertility rate which

was 406 in the A area, and the same age group showed 331 as the highest rate of the

B area, while the group of women aged 25-29 showed 310 as the highest rate in the C

area.

4) Population structures of the three areas showed a pyramid type as a whole.

5) It was found through some tests for the accuracy of the data that there were

age heaping and missing headcounts in the field survey.
