공군 비행단 간호장교의 역할정립을 위한 조사연구

우리나라 공군의 의료환경과 간호 전문직에 대한 기대가 변하는 과정에서 간호장교제도가 도입되었지만, 현재까지 역할이 명확하지 않아 체계적인 역할정립이 필요한 실정이다. 따라서 본 연구는 공군 비행단 간호장교가 수행하고 있는 업무를 파악하고, 대상자별 간호장교에 대한 역할기대를 조사하여 비행단 간호장교의 역할정립을 위한 기초자료를 제공하고자 하는 서술적 조사연구이다.연구대상은 간호장교, 의료전문요원과 간호서비스대상자 세 그룹이며, 자료수집은 2002년 10월 10일부터 25일까지 실시하였고 연구도구는 문헌고찰과 델파이기법을 이용하여 연구자가 직접 개발 하였다. 수집된 자료는 SPSS Win 10.1을 이용하여 분석하였다. 본 연구결과를 요약하면 다음과 같다.1) 대상자는 간호장교 28명(16.6%), 의료전문요원 32명(18.9%), 간호서비스 대상자 109명(64.9%) 총 169명이었다. 2) 비행단 간호장교는 직접간호제공자, 교육자, 연구자, 자문 또는 상담자, 행정 및 변화촉진자, 군간부 역할 모두를 수행하고 있었다. 3) 대상자별 간호장교역할에 대한 기대정도는 직접간호제공자, 교육자, 연구자, 자문 또는 상담자, 행정 및 변화촉진자, 군간부 역할 모두에서 간호장교 그룹, 의료전문요원 그룹, 간호서비스대상자 그룹 순으로 높게 나타났다. 세부적으로 간호장교 군에서는 직접간호제공자 역할(3.68±.21), 연구자 역할(3.62±.35), 교육자 역할(3.59±.27), 자문 또는 상담자 역할(3.42±.43), 행정 또는 변화촉진자 역할(3.42±.39), 군간부 역할 (3.30±.34) 순이며, 의료전문요원 군에서는 연구자 역할(3.49±.41), 교육자 역할(3.48±.49), 직접간호제공자 역할(3.38±.37), 행정 및 변화촉진자 역할(3.34±.47), 군간부 역할(3.23±.45), 자문 또는 상담자 역할(3.17±.56)순이고, 간호서비스대상자 군은 연구자 역할(3.18±.48), 직접간호제공자 역할(3.14±.39), 자문 또는 상담자 역할(3.12±.53), 군간부 역할(3.10±.48), 교육자 역할(3.09±.49)과 행정 및 변화촉진자 역할(2.93±.44)순으로 간호서비스대상자 군은 행정 및 변화촉진자 역할을 기대하지 않는 것으로 나타났다. 의료전문요원과 간호장교 그룹간의 전체 간호역할에 대한 기대정도는 통계적으로 유의한 차이가 있었고(t= -2.46, p=.017), 구체적으로는 직접간호제공자 역할만 통계적으로 유의한 차이(t= - 3.79, p=.000)를 나타냈다. 본 연구결과를 토대로 앞으로의 비행단 간호장교역할로 직접간호제공자 역할, 교육자 역할, 연구자 역할, 자문 또는 상담자 역할, 행정 및 변화촉진자 역할, 군간부 역할들을 제시하였다. 이와 같은 필요한 역할이 정립되고 수행되기 위해서는 인력, 조직편성, 제도, 규정 등과 제외된 역할들에 대한 대책 등이 함께 심도있게 검토되어야 해결될 수 있는 문제이므로 관련 분야들간 협력적인 연구가 이루어져야 할 것이다.

Though nursing officer system was introduced to ROKAF with the changes in ROKAF''s medical environment and expectations toward nursing profession, its role is not clearly defined yet and this leads to the necessity of further research on systematic role development. This work, therefore, tries to supply basic information for its role development by finding out present tasks of air base nursing officers and role expectations on them from air force members. Surveys were conducted from Oct. 10 to Oct. 25, 2002 for three groups in ROKAF air bases; nursing officers, medical team and consumers of nursing services. For the data collection, I developed survey instrument through research surveys and delphi method. Data were analyzed with SPSS Win 10.1. Result of the study is summarized as follows 1) Surveys were conducted for 169 persons : consumers 109(64.9%), medical team 32(18.9%), nursing officers 28(16.6%).2) The roles that nursing officers are conducting are clinician, educator, researcher, consultant, administrator and military officer.3) Degrees of role expectation on above roles were highest in nursing officers, followed by medical team and consumers. In detail, for the nursing officers group, the order is clinician(3.68±.21), researcher(3.62±.35), educator(3.59±.27), consultant(3.42±.43), administrator(3.42±.39) and military officer(3.30±.34). For the medical team group, the order is researcher(3.49±.41), educator(3.48±.49), clinician(3.38±.37), military officer(3.23±.45) and consultant(3.17±.56). For the consumers group, the order of role expectation is researcher(3.18±.48), clinician(3.14±.39), consultant(3.12±.53), military officer(3.10±.48), educator(3.09±.49) and administrator(2.93±.44). All of the roles were defined as necessary by three surveyed groups except consumer group for the role of administrator. There were significant difference in role expectation, between medical team group and nursing officers group, for the role as a whole(t=-2.46, p=.017) and for role as clinician specifically(t=-3.79, p=.000). 4) Based on the research results, I propose that clinician, educator, researcher, consultant, administrator and military officer should be defined as the role of nursing officers in air base. Since role establishment and proper execution requires more comprehensive research to cope with excluded roles and on related matters such as personnel, organizational system, institution and regulation, inter-disciplinary studies are necessary.
