푸드뱅크 활성화를 위한 정보화 모형 개발

현재 세계 여러나라에서 잉여식품자원의 효율적 활용을 위하여 푸드뱅크를 운영하고 있으며 우리나라에서도 푸드뱅크를 운영하고 있으나 정보시스템의 미비로 푸드뱅크의 활성화를 기대할 수 없는 실정이다.

따라서 본 연구에서 우리나라에서 시행되고 있는 푸드뱅크사업의 활성화를 위하여 BPR 결과에 의하여 정보기술과 인터넷에 기반을 둔 푸드뱅크정보화시스템 모형을 개발하고, 전국적 푸드뱅크정보시스템의 네트웍크 모형을 제시하였다.

본 연구에서는 한국의 실정에 맞는 푸드뱅크 정보시스템 모형을 개발하기 위하여 외국의 푸드뱅크 현황을 조사하였으며, 우리나라 푸드뱅크의 인력, 시설, 조직체계, 재정, 법체계 등 현 푸드뱅크사업의 문제점을 분석·평가하여 정보화 부문에 초점을 두고 컴퓨터시스템을 이용하여 기탁과 분배가 원활히 이루어질 수 있도록 하기 위한 정보시스템 모형을 개발하였다. 또한 인터넷통신망을 이용하여 기탁자와 수혜자를 연계하고 데이터베이스화된 시스템으로 수송과 분배의 신속한 업무처리를 도모하였으며 푸드뱅크간 기탁품의 분배, 재고품 관리, 관련정보의 축적 및 월별실적 보고 등 푸드뱅크 전체의 업무를 체계적이고 과학적으로 관리할 수 있는 효율적인 정보화시스템의 개발과 각 지역 푸드뱅크간의 광역 네트워크 구축의 기반을 조성하였다.

연구결과에서 푸드뱅크사업의 문제점을 분석하여 정보시스템을 이용한 푸드뱅크사업의 활성화 즉 잉여 식품자원의 효율적 분배를 추진전략으로 하여 다섯개의 프로세스로 구분하여 개발하였다. 첫째, 기탁·수혜회원 정보관리 및 식품정보관련 프로세스, 둘째, 각 푸드뱅크 관련 사업의 실적을 관리하는 실적관리 프로세스, 셋째, 식품의 수송과 유통을 관리하는 배송관리, 넷째, 기탁식품의 안전성 관련정보를 관리하는 안전성관리프로세스, 다섯째, 자원봉사자 및 관련 자원에 대한 교육과 국민 홍보를 위한 홍보·교육프로세스로

구분하여 개발하였다.

본 연구의 결과로 각 푸드뱅크간의 네트웍구축과 푸드뱅크 정보시스템 구축에 관한 모형을 제시하여 식품 기탁자나 수혜자 뿐만 아니라 푸드뱅크사업의 조기정착에 기여 할 것이며 인터넷을 이용한 홍보 및 정보의 제공으로 많은 사람들의 참여 속에 푸드뱅크사업이

활성화될 수 있을 것이다.

The purpose of this research is to develop a food-bank information system model reflecting the BPR results in order to restructure the efficient food-bank business in Korea. This research also shows a nation-wide network model of the food-bank

information systems.

In this research the foreign food-bank information systems are bench marked and the various aspects of the Korean food-bank companies(i.e. human resources, facilities, organization systems, financial conditions and relating laws ,etc) are investigated. The problems of the current food-bank business are analyzed and

valuated in order to develope an information system model which helps the smooth deposit and distribution of food. All the more in this model the depositors and the beneficiary are connected by way of Internet and the database system helps fast transportation and distribution of food products. The whole jobs of the food bank company - distribution of deposits, inventory management, accumulation of related information and monthly results report - are managed systematically and scientifically by this effective information system and the local food-banks can be connected by WAN(Wide Area Network).

In the research results, The effective distribution of the surplus food products divided into 5 processes - first, deposit and beneficiary members management and food information management process, second, results management process which manages the business showings of the food banks, third, the circulation management which manages the transportation and distribution of food, fourth, safety management process which manages the safety related information of the deposit food, fifth, P.R. and education process which educate the volunteers and relating resources and manages the public relation.

Using the results of this research, the food-bank information system model and the inter-networking model between the food-banks, the food-bank business would be early settled and activated and the companies would be able to minimize the waste

of the resources by the effective redistribution of the surplus food.
