국외 의료 마이데이터 규제 조사·분석을 통한 국내 의료 마이데이터 규제 개선 방안

Abstract

빅데이터, 인공지능, 클라우드의 발달로 의료 분야는 기존의 치료 중심에서 예방중심으로 전환되며 의료데이터의 중요성이 커지고 있다. 국내는 풍부한 의료데이터 자원을 보유하고 있으나 데이터 표준화, 통합 관리의 문제로 활용이 어려운 현실이다. 급격한 인구 고령화와 만성질환자 수 증가 대응을 위해 본인 의료데이터에 기반한 건강관리와 보건의료 빅데이터 인프라가 필요하다. 본 연구는 의료데이터의 중요성이 커짐에 따라 국외 의료 마이데이터 규제 조사·분석을 통해 국내 의료 마이데이터 규제 개선 방안을 마련하는 것을 목적으로 하고 있다. 이를 위해 의료 마이데이터와 보건의료 빅데이터를 연계하여 의료데이터를 활용하고 있는 핀란드, 영국 그리고 정밀의료를 위한 보건의료 빅데이터를 구축한 미국을 선정하여 국가별 의료 마이데이터 관련 규제를 조사하고 분석해보았다. 국외의 의료 마이데이터 규제 분석 결과 국내는 의료 마이데이터 사업의 초기 단계이고 의료 마이데이터와 관련된 규정과 지침이 미비하다는 것을 확인할 수 있었다. 이를 바탕으로 국내 의료 마이데이터 활성화를 위한 규제 개선 방안의 필요성을 확인하고 개선 방안을 제시하였다. 본 연구를 통해, 국내 의료데이터 산업의 성장에 이바지하고 디지털헬스케어산업 강국으로의 도약에 기여하고자 한다.

With the advancement of big data, artificial intelligence, and cloud computing, the healthcare sector is shifting from a treatment-centered approach to a prevention-centered one, increasing the importance of healthcare data. South Korea possesses a wealth of healthcare data resources; however, due to issues related to data standardization and integrated management, effective utilization remains challenging. In particular, to address the rapid aging of the population and the rise in chronic diseases, it is essential to establish a health management system based on personal healthcare data and a robust healthcare big data infrastructure. This study aims to propose regulatory improvement measures for domestic healthcare MyData by investigating and analyzing international regulations on healthcare MyData. For this purpose, we examined the regulatory frameworks of Finland and the United Kingdom, which actively integrate healthcare MyData with healthcare big data, and the United States, which has established healthcare big data for precision medicine. We conducted a comparative analysis of each country's regulations regarding healthcare MyData. The analysis of international healthcare MyData regulations revealed that South Korea is in the early stages of healthcare MyData initiatives and lacks sufficient guidelines and regulations for healthcare MyData. Based on these findings, we confirmed the necessity for regulatory improvements to activate healthcare MyData in South Korea and proposed specific improvement measures. Through this study, we aim to contribute to the growth of the domestic healthcare data industry and support South Korea’s development into a leader in the digital healthcare industry.
