Abstract
The purpose of this study is to develop the education cost model of medical schools, and to calculate the education cost according to the cost model developed. In order to develop an cost model, prior studies, self-assessment reports, and settlement of accounts of university information disclosure were analyzed. In order to investigate the education cost, the settlement of accounts of each university were reviewed and then the education cost and education status of 19 schools nationwide were investigated through a questionnaire survey. Calculating only the costs executed by medical schools, the total education cost for 17 schools was estimated at KRW 15.2 billion to KRW 18.3 billion, and the education cost per student was estimated at KRW 54.13 million to KRW 76.62 million. Of these, the education cost per student (excluding premedical cost) in 19 schools ranges from KRW 32.57 million to KRW 48.51 million. It can be seen that these results are considerably higher than the average tuition fee of KRW 9.26 million for 19 schools in 2018, which was disclosed by the university information disclosure. This means that the cost of educating one student is only 19.1% to 28.4% covered by the student's tuition, and the rest is covered by the university. However, when considering the social returns generated by individual doctors and the social responsibilities of doctors demanded by society, it suggests that private investment, which is an individual expense, and social investment, which is a public expense, should be accompanied in the process of training doctors. Therefore, social discussions are needed on the subject of the burden of education costs and public financial support that are put into the basic medical education.
