우리나라 일부산업장의 보건관리 실태 및 평가기준에 관한 연구

dc.description.abstract[한글] 1960年代 以來로 우리나라는 政府의 强力한 경제개발 계획에 따라서 모든 産業은 高度로 成長되어 왔다. 그러나 이러한 産業施設은 이것을 움직이는 勞動力이 있어야 비로서生産力을 發揮하며 效果的인 稼動은 勞動資源의 確保로서만 可能한 것이 周知의 事實이다. 勞動資源을 確保하고 보호 유지하기 위해서는 包括的이고 忠實한 産業保健 活動이 이루어져야 할 것이다(Collison 1961). 本硏究者는 産業保健 實態를 파악하기 위하여 一部 京仁地域에 散在해 있는 101個 製造業體에 對하여 webb모델을 이용하여 實態調査를 施行했으며 한편 우리나라 實定에 맞는 評價基準 設定을 위한 方案의 모색으로서 webb모델의 問項으로부터 우리나라 實情에 맞고 중요하다고 認定되는 45個 問項을 골라 그 結果를 相互 比較 檢討하여 다음과 같은 結論을 얻었다. 1. 101個 事業體의 肯定的 응답율은 平均 51.6%였고 配當点數에 대한 加重点數 백분율은 平均 52.3%였다. 2. 「基本目標」 및 「施設資源」群에서 肯定的 응답율이 各各 67.5%와 63.3%로 各郡의 全體平均値 51.6% 보다 높게 나타났다. 「健康診斷」과 「健康管理」群에서 肯定的 응답율이 各各 29.2%와 46.4%로 全體平均値 보다 낮게 나타났다. 3. 근로자 500名 以上의 事業體가 500名 미만보다 肯定的 응답율이 높게 나타났다. 4. 101個 事業體의 保健管理 實態를 묻는 45個 重要問項에 對한 肯定的 응답율이 平均67.1%였고 配當点數 에 대한 加重点數 백분율은 70.0%였다. 5. 45個 重要問項의 경우 「基準目標」와 「治療」群에서 肯定的 응답율이 各各 78.3와 85.0%로 全體平均値 67.1% 보다 높게 나타났으며 「施設資源」 「健康診斷」群에서는 各各 55.0%와 52.0%로 全體平均値 보다 낮게 나타났다. 以上 結果로 보아 webb모델은 우리나라 水準 以上의 産業保健管理 實態를 測定하는데 適合한 것이라고 볼 수 있으나 45個 重要問項에서 나타난 結果와 webb모델에서 나타난 結果가 類型面에서 큰 差異를 보이지 않고 있는 것은 우리나라 産業保健 實態를 파악하는데 webb모델을 그대로 使用해서 評價해 볼 수도 있다고 생각된다. 그러나 우리나라 實情에 맞도록 補整되는 것이 바람직하며 이를 위해 앞으로 많은 硏究를 해야 할 것으로 思料된다. [영문] The studie was carried out for 101 establishments in Kyong-ln areas to evaluate the industrial health management status utilizing the scoring Method by Webb's model during the period from 1 September to October 30, 1977. To compare the results, reevaluation was made with the 45 questions' model prepared by 6 Korean professionals who were specialized in industrial health fields. The results were as follows: 1. The mean rate of affirmative answers for 101 establishments was 51.6%. The mean weighted score rate of affirmative answers was 52.3%. 2. The mean rate of affirmative answers on components of the philosophy and facility resource for 101 establishments was higher than that of average rate. The mean rate of affirmative answers on components of the health evaluation and health management among the health service programs was lower than of average rate. 3. The mean rate of affirmative answers on components was higher among the establishments with more than 500 employees. The mean rate of affirmative answers of chemical establishment was lower than that of others. 4. The mean rate of affirmative answers on 45 questions model for 101 establishments were 67.1%. The mean weighted score rate of affirmative answers was 70.0%. 5. In case of 45 questions model, the mean rate of affirmative answers on components of philosophy and treatment was higher than that of average rate and the mean rate of affirmative answers on components of the facility resource and the health evaluation was lower than that of average rate. 6. The mean rate of affirmative answers of the 45 Questions model was higher than that of Webb's model on size and class of 101 establishments. Author concluded that Webb's model must be suitable for evaluating higher conditions of occupational health management than is presently used in Korean establishments. According to the results, however, there were no significant differences between Webb's model and the 45 questions' model. So it is could be used to evaluate occupational health program. For this objective, further study also be made comprehensively thereafter.-
