의약분업 관련 언론 보도 태도 분석

이 연구의 목적은 의약분업 제도와 관련한 언론의 보도태도를 알아보기 위한 것으로 1999년 5월10일부터 2002년 10월 31일까지의 동아일보, 조선일보, 중앙일보, 한겨례신문의 기획기사 및 사설 634건의 기사를 시기별로 구분하고, 이를 바탕으로 보도빈도와 인식변화 등의 양적 분석과 언론의 틀 짓기 방법론을 적용한 질적 분석을 병행하여 실시하였다.그 결과는 다음과 같다. 우선, 동아, 조선, 중앙, 한겨례신문의 의약분업제도 자체에 대한 인식은 의약품 오 ·남용으로부터 국민건강을 지키고, 의료계의 투명성 확보차원에서 실시되어야 하는 당위성은 인정하고 있었다. 그러나 일대 변혁을 가져올 제도 시행에 따라 발생할 수 있는 문제점에 대한 충분한 논의와 분석이 없었다는 점, 그리고 정부가 사회적 합의 사항이라는 명분과 개혁 논리에 집착하며 무리하게 시행해 국민들의 돈만 축낸 결과를 가져온 결과에 대해 동아, 조선, 중앙의 경우 강도 높은 비판을 제기하며 의약분업을 김대중 정부가 출범한 이후 의욕적으로 추진했던 개혁 과제중 대표적인 실패 정책으로 규정 짓고 있었다.반면 한겨례신문은 다른 3개 신문사와 달리 진보성향과 개혁을 지지했던 논조를 유지하며 정부보다는 의료계에 대한 비판의 강도가 높았으며, 의약분업에 대한 평가 역시 주사제 제외 등 당초 의약분업안에서 후퇴한 경향은 있지만 의-약간 담합 등 감시체계를 강화해 분업취지를 살려나갈 것을 촉구하고 직접적인 평가는 자제하는 경향이 짙었다.그러나 4개 신문의 의약분업 보도의 공통점이라면 사회적 게이트키퍼로서 기능 해야 할 언론 자체의 전문성 결여라고 할 수 있겠다. 의약분업이라는 새로운 제도 시행에 따른 타당성 검증 등을 차분하고 정교한 사실 보도를 통해 국민의 합리적인 판단을 유도했어야 했지만 그렇지 못했다. 즉 언론은 의약분업 시행초기 발생한 의사파업문제에 대해 지나치게 갈등 구조로 해석하는 경향이 짙었으며, 그 결과 국민들에게 다소 편향된 정보를 제공해 객관적이고 현실적인 판단을 흐리게 하는 한편 구체적인 대안 제시를 하는데 있어 한계를 보이며 전문적인 사회 갈등에 대한 언론 보도 틀의 전문성이 부족함을 드러냈다고 할 수 있다. 이러한 가운데 중앙일보의 경우 사회부, 기획취재팀, 의료담당 기자들을 특별취재팀으로 구성하는 등 전문기자제도를 체계적으로 활용하며 의약분업제도에 대한 문제분석 및 의료 개혁의 방향성을 제시한 점은 긍정적으로 평가할 수 있을 것 같다. 현대사회는 하루가 다르게 변화가 되고 있고 그에 따른 제도와 시스템 또한 복잡하게 얽히며 새롭게 생성되고 있다. 이와 더불어 발생하는 사회적인 갈등 양상 또한 과거와는 다른 형태로 분출되고 있다. 따라서 언론 역시 사회 갈등보도와 관련해 이분법적이고 양비론적인 시각에서 벗어난 새로운 틀 찾기를 통한 보도의 질적 개선이 필요하다고 하겠다.

The objective of this paper is to analyze the news media'' attitudes related to the separation of dispensing and prescription (SDP). This report assesses the major Korean newspapers'' 634 reports carried in Dong-A Ilbo, Chosun Ilbo, JoongAng Ilbo and Hankyoreh, from May 10 in 1999 to October 31 in 2002, implementing both quantitative and qualitative research by looking into report frequencies and the attitude changes regarding SDP. This study''s conclusion is as follows. First of all, the recognitions of SDP shown in Dong-A, Chosun, JoongAng and Hankyoreh were that the start of SDP itself was valid in the point of protecting peoples health from misuse and abuse of drugs and generating the transparency of medical industries. But they criticized that social problems resulted from the new system had not been considered substantially and that government persisted only the cause of social consensus and reform drive, which finally resulted in the loss of peoples properties. They named SDP as one of the representative policy failures of Kim Dae-jung Government.But Hankyoreh different from other three newspapers continuously stood by the governments progressive inclinations and reforms. It criticized medical communities more than governments. In the evaluation of SDP, Hankyoreh continued to demand for keeping the intention of SDP. And it has refrained direct comment on SDP, suggesting the enforcement of supervisory system to prevent collusion between medical and pharmaceutical industries. The four newspapers in common were in lack of expertise and specialty as social gatekeepers. They should have presented more serious and substantial coverages by thorough check of newly introduced system in order to lead the public into the reasonable decision. The newspapers appreciated the doctors strikes only in the aspect of the conflicts and delivered the prejudicial information. They failed to present the alternatives with insufficient expertise in the particular social conflicts. Nevertheless, we can find the positive movements from JoongAng Ilbo which has composed special report team from social, feature and medical special reporting parts. They made the best use of its special fields report team to analyze the problems and try to suggest their own direction for medical reforms.The modern society is changing rapidly and more complicated social systems are created keeping up with the times. Recent social conflicts include more complex and distinctly different aspects compared to those of the past. Therefore, the presses have to contemplate the social structure and its problems not dichotomously in order to expound alternatives. They should improve their qualities by trying to find the news report paradigm.
