Abstract
[한글]오늘날 전기는 국민생활의 필수적인 공공재화로서 현대생활에서의 사회질서를 유지하기 위한 필요불가결한 생활재임에도 불구하고 변전소와 송전선로와 같은 전력공급시설이 이른바 혐오시설로 받아들여지고 있으며, 민원성 지역주민의 의견을 고려하지 않을 수 없는 환경영향평가서 검토로 인해 평가기간은 점차 길어지고 있는 반면, 아직까지 초고압송전선로 건설사업의 특성에 맞는 환경영향평가서 작성기법의 정립이 이루어지지 않아 이전에 제기되었던 내용이 계속적으로 문제점으로 지적되는 등, 조사와 작성에 많은 시간을 소비하고 있다.

본 연구는 이러한 문제점에 근거를 두고 전력공급설비 중 과거 초고압송전설비 건설시 수행한 환경영향평가서를 분석·고찰하여 앞으로 특성에 맞는 환경영향평가서 작성에 대한 필요한 정보를 제공하고자 하였다.

전력공급설비의 환경영향평가는 1997. 9. 8 개정된 환경영향평가법시행령에서 345kV 이상의 지상송전선로로서 선로길이 10km 이상, 765kV 이상의 옥외변전소로 변경되었으며 공사를 위한 진입도로에 대해서도 별도의 환경영향평가를 실시하도록 되어있다.

초고압송전설비 건설이 자연환경에 미치는 영향으로는 전력공급설비 설치를 위한 산지이용이 늘어남에 따라 산림훼손이나 경관장해 같은 영향이 불가피하게 발생되고 있으며, 생활환경에 주는 영향으로는 설비운전 중에 송전선에서 발생하는 풍소음(風騷音)과 코로나(Corona)소음 등으로 이들 소음은 귀의 장애 등 생리적 영향은 거의 없으나 불쾌감, 수면장애, 스트레스 증가 등 심리적인 영향을 일으킬 수 있는 것으로 보고되고 있다.

또한, 최근 평가 관계기관이나 산림관리를 담당하는 행정관청에서는 산림보호를 위하여 자재운반도로 개설을 억제하고 헬기로 자재운반을 하도록 지정하는 추세에 있으나 헬기소음에 의한 불쾌감, 육아지장, 가축의 유산 등을 제기하는 사례가 늘고 있어 새로운 문제거리로 발생될 소지가 높다.

그리고 종종 제기되고 있는 송전선로의 전자파에 의한 가축의 유산·기형출산 민원은 다른 이유에 기인한 것으로 밝혀졌지만 전자파에 대한 우려는 여전히 민원의 대부분의 요인으로 늘어가고 있다.

사회·경제환경에 대한 영향은 토지이용 저해 및 가치하락에 대한 것이 대부분으로 초고압송전선로 환경영향평가서 내용 중 주민의견을 분석한 결과에 따르면 총 235건 중 30.6%에 달하는 72건이 송전선로 경과시 토지이용에 우려를 표명한 것으로 나타났다.

외국의 사례에 있어서 우리나라와 전력계통환경이 비슷한 일본의 초고압송전선로 환경영향평가를 비교분석한 결과, 일본은 국가에서 송전선로나 변전소에 대해 환경영향평가 대상사업으로 규정하고 있지 않고 다만 일부 지자체에서만 500kV 이상 설비만 조례로 제정하여 환경영향평가를 받도록 하고 있으며 조사기준은 부분적으로 우리나라가 더 강화되어 있는 것으로 나타났다.

2004년까지 환경영향평가를 수행한 765kV 및 345kV 초고압송전선로 17건의 사업을 대상으로 협의기간을 분석한 결과, 초안을 기준으로 한 협의기간이 평균 21.18개월이 소요되었으며 본안을 기준으로 한 협의기간은 평균 8.76 개월이 소요되었으며 검토의견 발생빈도가 5%이상 높은 항목은 지형·지질, 동·식물상, 토지이용, 전파장해, 소음·진동, 위락·경관 등 6개 항목이다.

끝으로 초고압송전설비 건설사업의 환경영향평가에 대해 도출된 문제점에 대한 개선방안으로 첫째는 지역의 특수성에 맞는 환경적인 측면을 적극적으로 고려한 환경영향평가서 작성, 둘째는 환경영향평가 항목별 작성 기준 및 지침의 제정, 셋째는 환경영향평가시 영향예측결과와 사후환경관리에서의 결과를 연계·분석함으로써 환경영향평가에서의 영향예측기법을 개발하면 평가에 소요되는 기간을 상당히 단축시킬 수 있을 것으로 예상된다.



[영문]This thesis analyzed the environmental impact assessment reports regarding the ultra-high voltage transmission facilities and aimed to provide the essential and practical information for the improved environmental impact assessment system.

On September, 1997, the law on the environmental impact assessment for the electrical power supply facilities has been changed. The facility that has more than 10-km ground transmission line with 345 kV and outdoor transformer substations with 765 kV should carry out the environmental impact assessment since then. Access road to the facility construction site is also included.

As the ultra high voltage transmission facilities are constructed in the mountains, exploitation of a forest is necessary and thus the deterioration of landscape is evitable. Wind and Corona noises are also nuisance in the living environment. Although these noises do not cause an ear disorder or physiological problem, it has been found that unpleasantness, sleeping disorder, or stress increase occurs as the psychological effect.

Recently, the authorities concerned or administration office consider to use helicopters to transfer the facility materials instead of the access road. However, unpleasantness, difficulties on raising children, or livestock miscarriage have been brought up due to the noise from the helicopter. Many lawsuits would become new problems. Although the livestock miscarriage or deformed delivery have been proved to be irrelevant to the electromagnetic waves, many civil appeals regarding the electromagnetic waves are increasing.

Social and economical effects on electrical power supply facilities were discussed. Difficulties on land use and the decline in the price of land was the most common complaint. According to the residents'' opinion, 30.6% of the all concern(72 of 235) was related to the land use.

As a case study, Japanese environmental impact assessment on the ultra-high voltage transmission lines was analyzed. In Japan, construction of transmission line of an transformer substation are not normally required to carry out the environmental impact assessment. Only a few regional district enforce to prepare the environmental impact assessment report when a facility exceed 500 kV. This indicates that our country has more strict law on the construction of the electrical facilities.

Seventeen projects that carried out the environmental impact assessment until 2004 were analyzed. The periods to reach agreement on the initial report and the main reports took 21.18 and 8.76 months, respectively. The six items were found to be exceeded the re-evaluation frequency of 5%. Those include topographic/geological map, animal/plant status, land use, electric wave, noise/vibration, and recreation/landscape.

Based on the above discussion, this thesis suggested the followings to improve the current environmental impact assessment and to shorten the length of the environmental impact assessment period. Firstly, the environmental aspect concerning the region of being considered should be specifically considered. Secondly, the proper and definite standards on completing the assessment proposal should be established. Lastly, the result on the environmental impact estimation and the supervision of the after environment should be properly related to develop new methodologies to estimate the environmental impact.
