ISO 14001과 OHSAS 18001의 통합경영시스템에 대한 인식도 및 개선방안 연구 : 전기 전자분야 중심으로

본 연구는 ISO 14001 환경경영시스템과 OHSAS 18001 보건·안전경영시스템을 통합한 통합경영시스템을 도입하여 실행하고 있는 기업의 종업원을 대상으로 통합경영시스템에 대한 이해도, 효과성 그리고 개선부분에 대한 조사를 수행하여 새로운 통합경영시스템의 적용에 관한 기초연구를 수행하였다.

설문조사는 2001년 4월 25일 ∼ 2001년 5월 20일까지 전기·전자분야 기업의 종업원 137명을 대상으로 실시하였다. 조사도구는 구조화된 질문서로 해당기업체를 방문하여 자기기입식 설문조사 방법을 실시하였다.

통합경영시스템 (Integrated Management System)이란 ISO 14001 환경경영시스템과 OHSAS18001 보건·안전경영시스템 규격을 통합하여 하나의 시스템으로 구축하여 실행하는 형태를 의미하며 경리, 인사부분등의 회사 전체 경영부분의 통합을 의미하는 것은 아니다.

통합경영시스템에 대한 이해도 결과는 1점에서 3점 평점척도 (1점:전체를 이해하지 못한다, 3점: 전체를 이해한다)에서 통합경영시스템에 대한 전체적인 이해도는 2.14점으로 부분적으로 이해하는 경향이 큰 것으로 나타났다.

통합경영시스템에 대한 이해도에서 응답자 특성별 이해도의 차이를 분석한 결과 학력이 높을수록, 직급이 높을수록, 관련업무자들일수록 이해도가 높게 나타났다.

통합경영시스템에 대한 효과성 인식도 결과는 1점에서 5점 평점척도 (1점:전혀 아니다, 5점: 정말 그렇다)에서 통합경영시스템에 대한 전체적인 효과성 인식도는 평균 4.04로 '어느정도 그렇다'는 긍정적인 인식도를 나타내 기업이 통합경영시스템을 구축하고 실행하는데 따른 효과가 있는 것으로 나타났다. 환경부분에서는 통합경영시스템의 실행에 따라 대외적인 기업 이미지가 개선되는 효과가 가장 큰 것으로 나타났고 보건·안전부분에서는 통합경영시스템의 실행을 통해 보건·안전분야 사고를 사전에 예방하는 효과가 가장 큰 것으로 나타났다. 시스템부분에서는 통합경영시스템 구축 및 실행으로 인해 조직간의 환경 및 보건·안전 분야의 경험 및 정보 공유의 효과가 가장 큰 것으로 나타났다.

통합경영시스템에 대한 효과성 인식에서 응답자 특성별 인식도를 분석한 결과 보건·안전부분에서 연령이 높을수록, 직급이 높을수록 그리고 관련업무자들이 보건·안전 의식수준 향상과 보건·안전분야 사고의 사전예방에 대한 효과성 인식도가 높게 나타났고, 시스템부분에서는 직급이 높을수록 경영시스템의 목표관리 및 지속적 개선체계가 통합됨으로 인한 효율적 관리와 환경 및 보건·안전분야의 경험 및 정보 공유에 대한 효과성 인식도가 높게 나타났다.

통합경영시스템 개선부분에서 가장 실행하기 어려운 요건은 4.3.1 환경측면 및 위해성 식별, 평가 그리고 관리, 4.4.2 교육, 인식 및 자격, 4.4.4 시스템 문서화, 4.5.2 사건, 사고, 부적합, 시정 및 예방조치 그리고 4.5.1 실행 측정 및 감시로 나타났는데 효율적인 통합경영시스템을 실행하기 위해서는 조직의 특성과 시스템 운영능력에 적절한 전문적이고 효율적인 통합 교육 및 훈련을 강화해야하며 조직에서 사용되는 해당통합절차서 및 운영절차서를 정확히 이해하고 실행할 수 있도록 현장의 실정에 맞는 통합절차서 및 운영절차서를 수립하여야 한다.

본 연구의 결과 향후 통합경영시스템을 도입하여 실행하고자 하는 기업에서는 현장의 실정에 맞는 통합절차서 및 운영절차서를 수립하고 조직구성원의 특성과 시스템 운영능력에 맞는 전문적이고 효율적인 통합 교육 및 훈련을 제공하여 통합경영시스템에 대한 이해도를 높이고 효과성을 극대화 해야한다는 개선방안이 제시되었다.

본 연구는 통합경영시스템의 적용에 관한 기초 연구로서 수행되었으며 향후에는 ISO 9000 품질경영시스템을 포함한 품질, 환경 그리고 보건·안전에 관한 통합경영시스템 구축방안에 대한 연구와 통합경영시스템을 구축하고 실행시 효과성을 극대화 할 수 있는 세부적인 통합경영시스템 구축 및 실행방안에 대한 연구가 필요하다고 하겠다.

This study has surveyed employees of companies that have established and implemented an Integrated Management System (IMS) combining ISO 14001 Environmental Management System and OHSAS 18001 Occupational Health & Safety Management System in an effort to analyze their understanding and effectiveness perception of the IMS and their awareness of improvement plan of the IMS.

The survey above was performed from April 25, 2001 to May 20, 2001, targeting 137 employees of companies in the electric and electronic industry. For the survey, on-site visits were made to such companies and their employees were asked to fill out structural questionnaires.

Under the scoring scale of one to three (1 point: lack of overall understanding; 3points: complete understanding), overall understanding of the system by the respondents was put at 2.14 on an average, which indicates that they tend to have asomewhat fragmented understanding of the IMS.

With regard to different levels of understanding of the IMS, an analysis of this study demonstrates that employees with more education, higher positions and IMS-related job responsibilities have a better understanding of the IMS.

In the meantime, the respondents' overall perception of the effectiveness of the IMS was 4.04 on an average under a 1 to 5 scoring scale (1 point: not effective at all; 5 points: definitely effective). The fact that they take a relatively positive view of effectiveness of the IMS attests to the strong effect of establishment and implementation of the system by companies. Regarding ISO 14001, the most notable impact generated by implementation of the IMS is found in the improvement of an

external corporate image according to the survey results. Concerning OHSAS 18001, the respondents feel that the strongest effect of the IMS implementation lies in proactive actions against health and safety-related accidents. In addition, they

think that establishment and implementation of the IMS is most effective in terms of inter-organizational sharing of experience and information pertaining to environment, health and safety.

An analysis of varying perception of effectiveness of the IMS shows that respondents who are senior in terms of age and position and engage in related operations tend to have a better understanding of the efficiency of the IMS including enhanced awareness of vocational health and safety and prevention of

relevant accidents. In addition, those with higher positions are inclined to recognize more acutely that integration of objective management and consistent improvement mechanism under the IMS significantly contributes to efficient management and experience and information sharing regarding environment, health and

safety.

The most thorny issues that need to be resolved for improvement of the IMS includeClause 4.3.1 Environmental aspects and hazard identification, risk assessment and risk control, Clause 4.4.2 Training, awareness and competence, Clause 4.4.4 Documentation, Clause 4.5.2 Accidents, incidents, non-conformances and corrective & preventive action and Clause 4.5.1 Monitoring and measurement. For efficient establishment and implementation of the IMS, it is proposed that a company, which intends to establishes and maintains the IMS, should devise integrated and

operational procedures fitting to the status of its field operations and provide specialized and efficient integration training and education commensurate with the characteristics and system operation capability of its organization members for a

better understanding and maximized efficiency of the IMS.

It is also deemed necessary to study a method to establish the IMS which encompasses quality, environment, health and safety including the ISO 9000 Quality Management System and a detailed method to maximize the efficacy of the IMS in its building and implementation process.
