병원사무직의 노동조합관에 대한 연구

'87년이후 활발해진 병원노동조합 결성으로 병원도 노사문제가 병원관리의 중요한 대상으로 떠올랐다. 이런 상황에서 병원의 관리자로서 역할이 증대되고 있는 병원사무직의 노동조합관에 대해 서울시내 5개 병원에서 '92년 4월 29일부터 '92년 5월 8일까지 10일동안 171명의 사무직을 113명의 간호사, 67명의 의료기사와 비교 분석하였다. 그 결과는 다음과 같다.

첫째, 병원사무직의 일반적인 근무조건을 보면 52.7%가 업무량이 많고 승진기회가 매우 적다라고 응답하고 있다.

둘째, 일반기업체 사무직과 비교했을 때, 임금수준이 낮고 승진기회가 매우 적다고 나타났으며 노조의 단체행동시 33.5%가 환자를 생각하여 자제해야 한다고 응답하여 일반기업체보다 비교적 온건한 태도를 보이고 있다.

셋째, 병뭔사무직을 병원내 간호사, 의료기사와 비교했을 때 승진기회가 상대적으로 적고 병원노조에 적극적으로 활동하면 보직과 승진에 80.2%가 나쁜 영향을 미친다고 응답하고 있다. 병원노조의 경영 참가에 대해 간호사 의료기사에 비해 낮지만 62.0%가 찬성하고 있으며 병원노동조합이 특정직족의 이익만 대변한다고 응답하여 병원사무직의 현행 노동조합에 대한 부정적 시각을 읽을 수 있다.

이상에서 볼 때 병원사무직은 일반기업체사무직보다 근무조건에 불만을 갖고 있으나 병원노동조합에 대해 비교적 온건한 태도를 보이고 있으며 간호사 의료기사보다는 병원노동조합에 대한 몰입의 정도가 낮게 나타나고 있다.

[영문]

Since 1987 with the active organization of the hospital labor union, the hospital has became increasingly aware of the importance of labor problems in accordance to hospital management. In this light, a study of the ever increasing role of the hospital manager was undertaken by comparing and analyzing the labor unions consisting of hospital workers in 5 hospitals located in the city of Seoul from the period of April 29, 1992 to May 8, 1992 with 113 nurses and 67 medical technicians participating. The research method used in this study was a self-adminstered questionnaire. The questionnaire was adminstered to a total of 171 official servants.

The results of the study are as follws.

First, considering the general working conditions of labor union members of the hospital official servants 52.7% replied that there was anoverload in work and little opportunity for promotion.

Second, in comparison to office workers of a typical business company the level of wages was lower and opportunity for promotion were relatively low, 33.5% of the respondents stated that despite these conditions one must restrain from complaint

and think of the patients which showed a comparatively moderate attitude from that of the business company's view.

Third, the respondents replied that compared to nurses and medical technicians the hospital official servants had relatively little opportunity for promotion. 80.2% replied that if they actively their chances for promotion and appointment to higher positions. In addition, 61.9% were aganst the political activation of the hospital labor union and 62.0% said that although the percentage was lower than that of nurses and medical technicians they were for the participation of the hospital labor union in management. Thus the overall view of the hospital labor

union was that it only represented a particular group's profit which lead to a negative view of the present labor union.

In summary, although the respondents indicated that in comparison of a typical business company they were dissatisfied with the working conditions of the hospital they had relatively moderate attitudes toward this problem. The study also showed

that the degree of immersion of the hospital labor union was lower than of nurses and medical technicians.
