중앙공급실 정보시스템 분석에 관한 연구

병원의 내적, 외적환경의 변화로 병원경영의 혁신적인 계기를 모색하는 방안의 하나로 중앙공급실의 정보시스템의 구축은 필수적이다.

이 연구는 Y 대학병원을 연구의 대상으로 하여 병원에서 취급하는 다양한 의료소모품의 효율적인 관리와 원가분석 및 향후 의사결정지원체계로 유도할 수 있도록 하기 위해 현재 수작업으로 수행하고 있는 중앙공급실 업무를 파악하고 문제점을 도출한 후 이에 따른 정보시스템을 새로이 개발하였다.

또한, 시스템 도입에 따른 기대효과 등 타당성 여부를 평가한 결과 다음과 같은 결론을 얻었다.

첫째, 중앙공급실의 새로운 정보시스템을 구축하기 전에 먼저 중앙공급실의 문제점을 분석한 결과 현재 중앙공급실에서 운영되는 의료소모품 관리업무가 재료비 청구시 삭감대상품목임에도 불구하고 사용부서에서 요청시 통제 없이 공급하고 있으며 이를 위한 관리제도가 미흡하여 정확한 비용을 산출할수 없고, 수작업에 의한 업무처리와 장부기재 및 처방전달과 보관, 재고관리등의 이중작업으로 체계적인 관리가 어려우며, 각종 정보의 수집, 분석능력이 결여되어 중앙공급실 관리기능이 효율적이지 못한 실정이다.

둘째, 이러한 문제점은 보완하기 위해 새로운 정보시스템을 제시하였는데 새로운 시스템이 도입되어 전문인력의 효율적인 활용과 재고관리시 반복되는 장부검토 등 여러가지로 발생하는 오류와 병동에서 사용한 의료소모품 처방 기재의 누락으로 진료비 손실을 방지할 수 있고 의료소모품 통계자료처리와 각종 현황자료를 즉시 해당기관장에게 보고하고 재료비사용에 관한 정확한 원가분석을 하므로써 다른병원과의 경쟁에서 뒤지지 않도록 첨단 의료장비 구입과 인력자원의 양성을 위해 향후 장기 재무예측이나 합리적인 투자의사 결정에 많은 도움을 줄 수 있을 것이다.

새째, 중앙공급실 정보시스템은 기대효과로 분석한 결과 조직기능의 향상과 현금으로 계산될 수 없는 무형의 이익이 커지므로 경제성 측면에서 충분한 타당성이 인정된다.

따라서 본 연구에서는 중앙공급실 관리상 재고관리, 각종 정보 등의 업무를 효율적으로 실시하고 의료소모품 관리업무를 정보시스템화 하기 위해 주문의 뢰시스템(Order Entry System)인 Y 대학병원 심장혈관센터 외래약 처방전달 시스템 설계에 바탕을 두고 중앙공급실 업무를 기능별로 분석한 후 이에 따른 기대효과 등을 연구하였다.

앞으로는 한정된 의식구조에서 탈피하여 정보의 체계화와 종합화의 목적에 부응하는 효용가치 및 다양한 병원운영 대응책을 강구하는데 주력하고 합리적인 의사결정지원체계로 유도하기 위한 병원정보시스템의 계속적인 연구가 이루어겨야 할 것이다.

Hospitals have been very susceptable to changes in internal and external environment. Accordingly, they have been experiencing great financial difficulty due to low insurance rates and increasing competition. As a remedy, Central Supply Department in hospitals has attempted to use computer to reduce costs and improve efficiency in supply management.

The purpose of this study is to analize problems supply management and to develop information system model for Central Supply Department which improves efficiency in supply management.

The results of the study were as follows:

First, before developing the new Information System( IS) model for In the current management of medical supplies there is no restriction on the outgoing supplies which are not covered by the medical insurance. Further, supplies are managed manually: exact costs cannot be obtained : and book-keeping is not well maintained. cond, the following benefits can be expected from the new system:

(1) efficient management of the supplies: (2) reduction of the errors which can be resulted form repeatedly updating worksheets and from losing doctors' orders: (3) timely reporting on inventory of medical supplies: and (4) improvement of long term financial prediction and decision supporting due to an accurate cost analysis.

Third, IS of Central Supply Department is enhancement of organizational function and other intangible benefits.

In conclusion, more study is needed to develop Information system(IS) for CSD including a Dicision Support System(DSS) and to develop an implementation strategy to successfuly institutionalize these system.
