국내 병원에서의 팀제 도입에 관한 연구



본 논문의 목적은 급격한 환경 변화에 대응하기 위한 당면 과제로서 국내 병원들이 고객중심의 의료 서비스 제공과 경영의 효율성 증대를 위한 기본 틀로서 팀제 도입을 시도하는 것이 타당한가를 연구해보는데 있다. 따라서 본 논문에서는 문헌고찰을 통하여 팀제에 대한 기본적인 개념과 이론들을 정리하고, 현재 팀제를 도입하고 있는 금융기관 2곳과병원 2곳을 대상으로 팀제 도입 사례를 비교·분석하였다. 그리고 이를 토대로 병원에서의 팀제 모형과 팀제 도입 방향을 제시하였다.

먼저, 팀제 도입사례에 대한 분석결과를 보면 첫째, 사례기관 모두 기존의 조직체계를 일부 조정한 대부대과형과 TF형 팀제를 도입하고 있었으며, 팀의 목표 설정 역시 사업계획의 성격을 지니고 있었다. 둘째, 팀의 자율성 측면에서 보면, 기존의 조직에 부여된 자율성 보다는 더 많은 자율성을 팀제에 부여하고 있었다. 셋째, 팀제 도입 이후 최고경영자와 팀장의 리더십에 대한 중요성이 훨씬 더 강조되고 있었다. 넷째, 팀제 도입에 따른 팀원간, 팀간의 의사소통에 대해서는 대다수 원만하다고 평가하고 있었으나, 전문 지식적공유의 차원보다는 정서적이고 일상적인 의사소통으로 인식되고 있었다. 다섯째, 교육훈

련에서는 팀제 운영과 관련된 실무적인 교육보다는 팀제 도입의 필요성과 타당성에 치중한 사전 교육이 주로 이루어지고 있었으며, 팀제 도입 이후의 교육은 미비한 것으로 평가되었다. 여섯째, 팀 평가와 보상제도의 경우 사례기관 모두 팀제 도입의 초기단계에 있기

때문에 대부분 개발 중에 있거나 실시 초기 단계에 있는 상황이었다. 그러나 대부분 평가와 보상제도의 필요성에 대해서는 공감하고 있었다. 현재 사례기관들은 주로 업적을 중심으로 팀의 성과를 평가하고 있었으며, 보상제도는 팀별 인센티브 및 개별적으로는 연봉제에 주력하고 있었다. 일곱째, 팀제 도입에 따른 성과는 현재 사례기관 모두 팀제 도입의 초기단계에 있기 때문에 구체적으로 파악된 것은 없으나 고객중심의 사고전환과 팀별 경쟁력 강화에는 성과가 있다고 느끼고 있었다.

한편, 팀제 도입에 대한 사례 분석을 통하여 가능한 국내 병원에서의 팀제 도입 가능성을 평가하고 가능한 팀제 유형을 제시하면 다음과 같다. 병원의 경우 급변하는 환경에 신속하고 유연하게 대처하고 다양한 고객의 욕구를 충족시키기 위해서는 고객 접점부서로의과감한 권한 이양과 환자중심 프로세서의 전환이 요구된다. 따라서 본 논문에서는 조직 변화의 기본틀로서 복합기능형 팀제의 도입을 제안하였다. 그러나 이미 상기한 바와 같이팀의 확고한 목표설정, 팀의 자율성, 팀장의 리더십, 상호 원활한 의사소통, 팀 운영 교육과 훈련, 팀 평가와 보상체계 등이 함께 가야만 비로소 성공적인 팀제를 운영할 수 있다. 따라서 팀제를 도입하기 이전에 철저한 사전준비와 지속적인 개선의 의지와 노력이 요구된다.

본 연구의 제한점으로는 팀제도입 사례대상으로 선정한 기관이 모두 시기적으로 팀제를도입한지 얼마 되지 않았기 때문에 팀제 도입 성과는 물론 운영현황 등을 충분히 파악할 수 없었다. 특히 도입 초기에 발생하는 혼돈과 갈등이 실제 팀제 도입에 의한 문제인지

변화에 대한 방어적 현상인지를 파악하는데 어려움이 있었다. 이 같은 한계를 극복하기 위해서는 팀제가 비교적 안정적으로 시행되고 있는 기관을 선정하는 것이 바람직 할 것으로 판단된다.

The purpose of this study is to identify the feasibility of the introduction of a team system, as a pressing task in order to confront the rapid social change, which is a basic frame to provide domestic hospitals with patient- centered service and escalating management efficiency.

In particular, since a hospital system, unlike other general manufacturing companies, consists of various specialized jobs, I first tried to select the objects of my case study among hotels and banks. However, owing to the lack of a team system, I could not but choose two banks and two hospitals at random.

This case study forms its frame based on theoretical research which comes from the clear understanding of the concept of a general team system shown in many documents and theses. For the samples, I choose two large-scale general hospitals among domestic ones which have introduced a team system, and two big

banks which have progressed actively after their acceptance of the system. I collected useful information about the institutions' general and present situation. As for the team system, I met with the team leaders who had heralded the introduction of the system and I also interviewed other team members and could directly acquire related information form them.

With regard to the limitations for this study, there is only a few hospitals with a team system and what is worse if any, they are only in a beginning stage.

For example, the two banks, though they have induced rather a full-scale team system, theirs also are in the first phase in need of revision and complement.

As a result, I had difficulty in obtaining sufficient information on an evaluation for the operation of the team system and the outcome of the system.

In conclusion, general corporate companies, particularly the banks are still on the level of imitation of overseas practice. For the hospitals, they show a passive attitude toward the team system because of thier suspicions about it and for fear of a change. Nevertheless, since the introduction of the team system is such a worldwide fashion that it is highly probable to see the

activation of the system in domestic hospitals. Therefore, domestic hospitals should continue studying the team system and carefully try out possible variouse models of the system and finally choose the most suitable type for them with continual revison and complement.
