국제진료센터 간호사의 역량 강화방안 연구

Abstract

본 연구는 전 세계적으로 고부가가치산업인 의료관광산업의 성장이 예상되는 가운데, 우리나라가 의료관광산업에서 세계적인 경쟁력을 갖추기 위해 필수적인 전문 인력 양성 및 실무자 역량개발 지원을 통한 인적 자원의 전문성 개발과 관리방안을 제시하기 위해 수행된 질적 연구이다. 본 연구의 참여자는 국내 수도권 상급종합병원 국제진료센터에서 근무하는 간호사 8명을 대상으로 하였다. 자료수집은 개인 심층면담을 통해 이루어졌으며, 수집된 자료는 질적내용분석 방법을 사용하여 분석하였다. 분석결과 국제진료센터 간호사로서 필수적인 역량으로는 ‘의사소통 역량’, ‘문화적 역량’, ‘임상적 역량, ‘윤리적 역량’으로 총 4개가 도출되었다. 이를 지원하기 위한 방안으로 환경적 측면인 ‘맞춤형 교육 기회 및 대외활동 지원’, 정책적 측면인 ‘보상체계 마련 및 직무규정 확립’, 기관적 측면으로 ‘인력충원과 외국인환자 친화적 인식 조성’의 3가지 지원방향이 도출되었다. 본 연구는 국제진료센터 간호사의 경험을 통해 현장에서 갖춰야할 필수 역량의 종류와 지원 방안을 제공하였다. 또한 간호사들이 외국인환자를 돌보면서 경험했던 어려움에도 불구하고, 외국인환자들에게 최적의 의료서비스를 제공하기 위해 적극적으로 노력하고 고민했음을 확인할 수 있었다. 한편, 부족한 수준별 언어‧문화 교육 기회, 마케팅 실무 교육의 부재, 모호한 직무규정 등의 자원 부족과 한계점이 있었으므로 이를 해결하기 위한 제도적 노력과 지원이 뒷받침되어야 하겠다. 본 연구 결과를 바탕으로 국제진료센터 간호사의 역량 개발이 이루어진다면 외국인환자에게 보다 질 높은 의료 서비스를 제공할 수 있을 것으로 기대된다. This study is a qualitative study conducted to suggest human resource development and management strategies in order to prepare for the growth of the medical tourism industry, which is a high-value-added industry, and to establish global competitiveness in the medical tourism industry of South Korea. The participants of this study were 8 nurses working at international healthcare centers in tertiary hospitals located in Seoul, Incheon and the Gyeong-gi province, who are in charge of foreign patients who come to Korea for the treatment of severe and rare diseases. Data collection was conducted through individual in-depth interviews, and the data were analyzed using qualitative content analysis methods. As a result of the analysis, four essential competencies for international clinic nurses were identified as: 'Communication skills', 'Cultural understanding', 'Clinical knowledge' and 'Ethical comprehension'. The three support directions were derived which are all important for supporting the development of these essential competencies. Tailored education opportunities and support for external activities can help nurses to develop their communication, cultural, and clinical competencies. Establishment of compensation system and job regulations can help to attract and retain qualified nurses to work in international patient care. Recruitment of personnel and fostering of a friendly environment for foreign patients can help to create a supportive environment for nurses to provide care to foreign patients. This study provided the types and support plans of essential competencies that need to be acquired in the field through the experiences of international clinic nurses. It was also confirmed that nurses actively tried and considered to provide the best medical services to foreign patients, despite the difficulties such as language barriers, cultural differences, and unfamiliar administrative procedures they experienced while caring for them. On the other hand, there were resource shortages and limitations such as insufficient level-based language and culture education opportunities, lack of marketing practical education, and ambiguous job regulations. Therefore, institutional efforts and support should be provided to address these issues.
