사업장 안전보건체계와 산재발생율의 관련성

Abstract

[한글]본 연구는 사업장 안전보건체계와 산재발생율과의 관련성을 알아보기 위해 실시하였다. 2005년도 산업안전보건 동향조사에서 수집된 자료 가운데 제조업 사업장 상시근로자 100-299인 규모의 사업장 236개소를 분석대상으로 하였다.본 연구결과를 요약하면 다음과 같다.첫째, 안전관리자 선임현황에 따른 산재발생율은 안전관리자를 전담자로서 자체 선임한 사업장이 0.41%로 가장 낮았고, 대행기관에 위탁하는 사업장이 0.45%로 그 다음이었으며, 자체 선임은 했으나, 다른 업무와 겸직하는 사업장이 0.90%로 가장 높았다(p<0.05).둘째, 산업안전보건위원회를 설치한 사업장의 산재발생율은 0.55%, 설치되어 있지 않은 사업장의 산재발생율은 0.39%였으나. 통계학적으로 의미있는 차이를 보이지 않았다. 산업안전보건위원회 운영실태에 관한 질문 중 직원들에게 교육을 적극적으로 실시하지 않는 사업장보다 적극적으로 실시하고 있는 사업장에서 산재발생율이 의미 있게 낮았다.셋째, 노동조합 결성 및 노조의 안전보건활동 여부는 산재율에 의미있는 영향을 주지 못했다.넷째, 안전보건관리자/현장작업반장이 안전·보건관리 업무에 대한 지원이나 협조가 잘 되는 경우 산재율이 낮았으나, 이는 통계학적으로 유의한 차이를 보이지 않았다.이상의 결과로 볼 때, 산재율을 낮추기 위해서는 안전·보건관리 업무를 전담하는 안전·보건관리자를 두고, 산업안전보건위원회의 활동이 활발하도록 지원하는 것이 필요하다고 생각한다.

[영문]This study was conducted to find the relationship between occupational health and safety system of work place and incidence of industrial accident. The subject of this study was 236 manufacturing work place of 100-299 full time employee scale among 2,500 manufacturing work places that participated in Occupational Health and Safety Survey in 2005.The result of this study could be summarized as follows.First, for the incidence of industrial accident according to the employment status of safety manager, the work place which hired the in house full time safety manager was the lowest of 0.41%, the work place which commissions to the agency was next of 0.45% and hired the personnel in house but in charge of additional jobs was the highest of 0.90%(p<0.05).Second, the incidence of industry accident of work place the composed the occupational health and safety committee was 0.55% and the incidence without the committee was 0.39%. Among the questions about the operation condition of occupational health and safety committee, the work place which actively provides education to the employee had lower incidence of industrial accident and showed statistically significance difference.Third, the organization of labor union and the health and safety activities of labor union did not have significant influence on the incidence of industrial accident.Forth, the incidence of industrial accident according to the condition of safety management of the work place was lower as the cooperation and support of health and safety manager/ filed manager was higher; however, there was no statistically significant difference.As a result, to decrease the incidence of industrial accident, there should be a health and safety manager in charge of health and safety tasks and support the activation of activities of occupational health and safety committee.
