공무원 해외훈련실태 - 보건사회분야를 중심으로

dc.description.abstract[한글] 保健社會分野 公務員 海外硏修의 現況을 把握하고자 1973年부터 1981年까지 外授資金에 依한 海外訓練者 121名을 對象으로 說問紙를 使用하여 海外訓練者의 一般的特性과 推薦關係, 語學能力補職變動, 職務活用間 및 海外訓練成果 提高를 위한 意見等을 募集分析하 여 다음과 같은 結論을 얻었다. 1. 性別 分布는 男子가 95.3%, 女子가 4.7%이었다. 年齡層別로는 40代가 58.8%를 차지하였다. 2. 分野別 海外訓練者數의 延訓練期間은 保健分野 72名(延297個月),  政分野 27名(延230個月), 藥務食品分野 21名(延54個月), 社會福祉分野 16名(延44個月) 및 環境分野 12名(延61個月)로 總 148名(延686個月)이었다. 3. 海外訓練候補者로 推薦된 사람中 9.9%는 該當分野에 勤務한적이 없었다. 4. 語學能力에 있어 19.0%가 語學에 問題點이 있다고 하였다. 5. 海外訓練者中 58.7%는 歸國後 2年以內에 補職變動이 있었다. 6. 海外訓練後 職務活用度는 「높다」, 「아주높다」가 35.5%였으며 「보통이다」가 33.9%로 나타났다. 7. 海外訓練者들은 海外訓練 成果提高를 위해 海外訓練者에 對한 綜合分析 및 評 가 있어야 하며 歸國報告會開催, 人力損失 및 訓練浪費 排除 訓練中 中間評 實施, 外環資金管理의 신중성 等을 提案을 하였다. A Study of overseas training status for public officials. Shin Woong Hur Graduate School of Health Science and Management, Yonsei University (Directed by Prof. Seung Hum Yu) This paper is intended to investigate the overseas training system for public officials in the field of Health and Social Afficials. For this study, 121 of 148 persons be investigated questioned about how much their job quality improved, how they were selected and recommended with their language ability to absorb the trains course. The effect of transfer of position of trainees after overseas training as well as the effective use of it were also investigated in full detail. The following items are concluded from the survey of trainees. 1. The male composition of the trainees was 95.3 percent while 4.7 percent was female and trainees in their forties occupied 58.8 percent in the number of trainees. 2. In terms of allocation of the field trained, 72 trainees have completed their course in Health Care (297 months trained), 27 trainees in Medical Administration (230 months trained), 21 trainees in Pharmacy ant Food (54 months trained), 16 trainees in Social Welfare (44 months trained) and 12 trainees in Environment (61 months trained) totalling 148 trainees withs trained. 3. Considerable share of 9.9 percent of applicants recommended for the said trains course proved not to have any job experiences in the proposed field. 4. Of trainees, 19.0 percent is known not to have adequate language ability to accept the level of training course. 5. From those who finished their specific area, 58.7 percent were transfered to other field in lese than two years after they finished the training course. 6. Consequently 35.5 percent of those who finished the course described their training utilization with a rate of "Good" while 77.9 percent with a rate of "Normal". 7. The trainees proposed to set up a system in which a regular analysis in made up for evaluating the result of traing and their suggestion showed various studies achieved on how to get the result of specific training, on how to manage the trained persons, on how to manage training budget, on how to report in the middle of traing course when needed from time to time on how to maintain effective control of foreign credit.
