종합병원 비 의료직 최상급 행정관리자의 특성과 직무권한

dc.description.abstract[한글] 본 연구는 종합병원 비 의료직 최상급 행정관리자의 특성과 직무권한을 조사해 보고자 시행되었다. 조사대상은 1983년 4월 1일 현재 대한병원협회에 등록된 종합병원을 대상으로 비 의료직 최상급 행정관리자 1인을 각각 선정, 1983년 11월 28일부터 1984년 1월 7일까지 우편 및 면접조사하여 그 중 105명을 대상으로 하였다. 조사내용은 비 의료직 최상급 행정관리자와 관련된 일반적 특성, 직위와 직무권한, 태도의 3개 사항으로 분류하였다. 일반적인 특성으로는 11개 항목, 직위와 직무권한은 6개 부문으로 21개 항목, 태도는 2개 부문으로 7개 항목으로 총 39개 항목으로 조사하였다. 조사성적을 요약하면 다음과 같다. 1. 비 의료직 최상급 행정관리자의 일반적 특성은 대부분이 남자였으나, 여성의 참여도 적지 않았다. 연령 분포는 40세부터 49세가가장 높았다. 학력수준은 비교적 높았으며 학력별, 전공과목과 전공계열의 배경은 비교적 병원 행정관리 부문과 관련성이 높았다. 또 한, 대부분이 의료기관에서 오랜 기간을 근무해 왔으며, 현 직위 근무기간은 비교적 짧았다. 2. 입사전 직업은 공무원, 회사원, 군복무가 가장 많았으며 최초부터 의료기관에 입사하여 현 직위에서 근무하는 비율은 낮았다. 또한 입사동기는 특별한 동기를 갖고 입사한 경우의 비율은 매우 낮았다. 3. 입사방법은 특별채용이 가장 많았으며 공개채용은 매우 낮았다. 입사배경은 병원장이나 이사진과의 특별한 관련이나 친척 또는 연고관계는 비교적 낮았다. 4. 직위 명칭은 총 22종류로 조사되었으며 서무과장, 사무장, 총무과장, 사무국장, 원무과장의 순이었다. 직위 구성 비율은 과장, 부장, 사무장의 순이었다. 관리계층은 하위 관리계층의 비율이 가장 높았으며 총괄 관리계층은 매우 낮았다. 5. 직무권한은 대부분이 병원장, 이사진이 갖고 있었으며 비 의료직 행정관리자의 직무권한은 단순한 업무 내용에 불과하였다. 또한 상, 하간의 직무권한 위임은 매우 낮았다. 직무의 난이도는 병원 행정관리 업무 중 조사연구, 장비관리, 인사, 조직관리, 정보관리의 순으로 높았으며 쉽다고 응답한 행정관리자는 전반적으로 낮았다. 6. 직무만족도는 병원 행정관리정보 분야는 높았으나 그 이외의 대부분의 업무에는 직무만족도가 매우 낮았다. 7. 행정관리자를 위한 교육기관과 기회의 필요성에 대해서는 대부분이 긍정적으로 응답하였으며 비 의료직 행정관리자들을 위한 양성과 육성정책은 반드시 필요한 것으로 인식하고 있었다. The Social Background and Functions of the Senior Non-medical Administrators in the Hospitals Myung - Won Han Department of Public Health Graduate School of Health Science and Management (Directed by Prof. Il Soon Kim, M.D.) This study is to identify the social background and functions of the senior non-medical administrators in general hospitals. Data required in this study were collected by means of interview and questionnaires with mai1 dated from Hovember 28, 1983 to January 7, 1984. The number of interviewees was 105 persons selected from the senior non-medical administrators in general hospitals registered at the Korea Hospital Association as of April 1, 1983. The contents of the questionnaire are divied into three main categories with 39 items : the senior administrators' social back-ground, functions, attitude toward the hospital administration. The first category, the second, and the last include 11, 21, and 7 items respectively. The summering of findings are as follows. 1. Senior non-medical administrators are predominatly male. The age distribution were mainly between 40 and 49. The education level was rather high, and their majors were closely related to hospital management. Most of them have made a long experience of administrative work in hospital, but the period of the work experience in the current position was relatively short. 2. Their previous carriers were various such as civil servants, campany workers and military experience. There were a few(16.2%) who started their first work in the current institution, and most of them were not well motivated to make carrier at the hospital management from the beginning of recruitment. 3. Most of them (51.4%) were employed mainly by a unique procedure of closed system of recruitment. But there were few(5.7%) who had special connections with the director or board of director of the hospital. 4. The names of the positions had 22 different titles. Among them were Head of the General Affairs Section. Director of General Office Work. Director of Administration, and Head of the Registers Section. Most positions (52.4%) were classified with the low level of management. Very few (6.7%) were identified with the higher of management level. 5. Most of the authority and functions were concentrated on the Director and the Governing Board of Directions the Hospital. Non-medical administrators have been assigned only to a simple work. The level of job difficulty is classified wish the research and survey, maintenance of equipments, personnel and organization management, and information management in that order. 6. The level of job satisfaction is generally low except in the area of hospital administration information. 7. Most administrators responded positively the need for the advanced education and training of the hospital management and they strongly insist that more opportunities should be provided for their training and to enhance the quality of education.
