우리나라 식품안전관리의 선진화를 위한 연구

우리나라 식품산업은 1990년대 후반이래 식품 유통시장의 광역화, 세계무역기구(WTO)출범으로 인한 식품 생산 및 소비의 국제화 등으로 과거의 식단에 비해 필수영양소의 공급 등 양적인 면은 많이 개선되고, 발전되어 왔으나, 식품에서의 내분비계장애물질(환경호르몬), 중금속, 발암물질 등의 검출, 식중독 사건, 유전자 재조합식품에 대한 안전성 논란 등 안전성에 있어서는 그 어느 때보다 위험에 노출되어 있어 현재의 식품안전관리체계의 효율성을 증대시키고 전문화를 기하기 위해서 개선되어야 할 점이 많다.

본 연구에서는 국내 식품산업과 식품안전관리 체계의 현황과 문제점을 분석·파악하였다. 또한, 주요 선진국들이 택하고 있는 식품안전관리체계 현황과 주요정책 등을 분석하여 국내 식품안전관리 정책의 선진화 역량 제고방안을 제안하는 것을 목적으로 하였다.

위와 같은 연구문제에 따라 국내 식품안전관리체계의 문제점으로 식품안전사고 발생시 행정의 중복 등 식품안전관리체계의 다원화, 식품위생행정업무의 비전문화, 식품위생 정보수집 및 분석 네트워크 부재, 식품위생안전교육 시스템 강화 필요성 등이 도출되었다.

이러한 문제점을 근거로 국내 식품안전관리의 역량제고를 위한 개선방안으로 단기적으로는 관련 기관간 파트너쉽 강화, 국내외 식품안전관련 정보 수집 및 분석 강화, 식품위생 안전교육 강화 및 교육 프로그램 개발 등을 제시하고, 중기적으로는 위해성 평가 시스템의 도입 및 식품생산이력제의 단계별 도입과 등을 제시하고, 장기적으로는 현재의 다원화되고 비효율적인 식품안전관리 체계를 주요 선진국과 같이 생산에서 소비까지 전 과정에서 체계적으로 관리될 수 있도록 「종합적인 식품안전관리 체계」로 강화할 것을 제안하였다.

우리가 매일 먹는 식품은 생산단계인 농장에서부터 소비자의 식탁에 오르기까지 안전성이 철저하게 보장되어야 한다는 것은 재론의 여지가 없다. 앞으로, 공장에서 대량 생산된 식품과 수입식품에 대한 의존도는 더욱 심화될 것이며 국민의 건강과 안전성에 대한 관심은 더욱 고조되어 갈 것이다. 이와 같은 시대적 환경변화에 대응하여 식품의 안전성, 건전성, 유효성 등을 확보하기 위해서는 보다 과학적이고 기술적이며 선진화·국제화된 정책 및 실천방안을 개발하여 대처해 나갈 때 우리나라가 목적하는 식품의 안전성 확보도 가능할 것이다.

Due to the growth of food distribution markets and internationalization of food production and consumption after launch of the WTO in the latter half of the 1990s, the food industry in Korea has been improved and developed in a quantity wise such as provision of essential nutritive elements. On the other hand, there have been emerging issues threatening food safety; detection of environmental hormone, carcinogenic agents and heavy metals; food poisoning accidents; and dispute over safety of genetically modified food.

In this study, the efforts have been made in analyzing and grasping the status as well as issues of the food safety management system and the food industry of Korea. The ultimate purpose of this study, through such efforts, is to present the strategies for the true capability enhancement of Korea''s food safety management policies.

The clarified issues were first, complicatedness and unnecessary overlapping of the food safety management system, second, lack of specialty in conducting food safety administration work, third, non-existence of food hygiene information collection as well as analysis network and forth, necessity of strengthening the food hygiene safety education system.

As strategies to improve national management of food safety in Korea based on above-mentioned issues, the followings were presented.

In the short run, we need to increase international and doestic food hygiene information collection and analysis capability, strengthen partnership among related agencies and intensify food hygiene safety education.

In the medium run, it is desirable to successively introduce a traceability system and to strengthen the risk analysis system.

In the long run, we have to unify our complicated and multiple food safety administration system.
