보건복지 통계정보 구축 및 활성화 방안 연구

국민의 「삶의 질」향상을 위해서는 국가의 합리적이고 효율적인 보건복지 정책의 수립이 무엇보다도 중요하다 할 수 있으며, 이러한 국가 정책의 효율성 확보를 위한 기초적인 역할을 하는 것이 통계이다.

보건복지부 또한 매우 광범위한 분야의 업무를 수행하고 있으며, 점차 다양화되어 가는 보건복지사업의 효율적인 추진을 위해서는 각 사업분야에서 필요로 하는 통계정보를 신속하고 편리하게 활용할 수 있는 새로운 정보시스템이 요구되어 진다.

따라서, 본 연구는 보건복지 통계정보 구축 및 활성화를 위하여 EIP의 개념을 보건복지 통계분야에 적용한 통계정보포탈의 모형을 구현해봄으로써, 효율적인 보건복지정책 수립을 지원하기 위한 보건복지부의 EIP 구축 전략을 제시하고자 하였다.

보건복지와 관련한 통계정보의 생산현황과 관련 정보시스템을 분석하여 현 시스템을 평가하고, 사용자 요구분석을 통하여 업무담당자가 필요한 통계정보를 하나의 포탈화면에서 검색하고 활용할 수 있는 EIP 개념의 통계정보포탈에 모형을 제시하였다. 또한, 구축된 모형을 사용자관점과 데이터베이스관점 등에서 기존 시스템과 비교하여 제시함으로써, 통계정보의 활용방안과 EIP 도입 필요성을 제시하였다.

제시된 통계정보포탈의 모형은 구축된 통계정보의 효율적 사용방안과 향후 전체 업무 및 시스템을 대상으로 한 EIP 도입시 선행연구로 활용될 수 있을 것이다.

In order to improve "Quality of Life" of the people, there is a need to develop rational and effective policies for health and welfare based on accurate and timely statistics. The Ministry of Health and Welfare (MOHW) is carrying out a wide-range of policies and projects. To provide necessary statistics to support these policies, there is a need for an effective information system that collects and produces key statistics for health and welfare policies in a timely manner.// This paper presented a model for a web-based statistical information system based on the Enterprise Information Portal (EIP) approach. Specifically, we presented the concept of EIP as well as the model system by expanding the existing statistical system using EIP approach. Distinct feature of this approach is that a number of portal sites are integrated in one system and therefore user can access a variety of statistics from a single screen. In this study, we selected one department, as a case study, and developed sample screens based on the user information requirements obtained by systems analysis.

While there were several studies on statistical information system in public sector, most of them have only focused on the need for user friendly such system, rather than presenting a detailed description of the system. The EIP statistical information system and work classification system presented in this paper can be used as a model for developing an actual statistical information system at MOHW in the future.
