ASP를 이용한 병원전 응급의료체계 정보시스템에 관한 연구

최근 우리나라는 OECD가입등 국민소득의 증가와 함께 보건의료서비스에 대한 관심도 높아지며 예방적 차원에서의 건강증진 뿐 아니라 환자의 생명과 직결되는 응급의료서비스에 대한 수요도 꾸준히 증가하고 있다. 또한 정보화 시대를 맞아 정부의 IT산업에 대한 전폭적인 지원에 힘입어 사회 각 분야에서 이러한 IT를 활용한 정보시스템을 구축하여 업무의 효율성을 극대화시킬 뿐 아니라 국가경쟁력을 높이기 위한 수단으로 적극 활용하고 있다. 그러나 의료분야에서의 정보화는 다른 분야와 비교해 볼 때 상대적으로 많이 낙후되어 있고 특히 병원전 응급의료분야에서의 최신 IT를 활용한 정보시스템의 구축현황은 극히 저조하며 활용도 또한 낮은 것이 사실이다. 그 원인으로서는 크게 정보화 마인드의 부족과 재정적 문제, 그리고 비효율적인 시스템 구성으로 급변하는 IT에 효과적으로 대응해 나가고 있지 못하다는 점을 들 수 있다. 본 연구에서는 개념적 시스템 분석 및 CSF, TOGAF 분류체계를 활용하여 급변하는 IT에 능동적으로 대응할 수 있으며 시스템 유지, 관리, 비용절감 측면에서도 뛰어난 차세대 ASP(Application Service Provider)를 활용한 병원전 응급의료정보시스템에 대한 모델을 제시하였으며 지역 119센터를 중심으로 인터넷 기반 웹 브라우저를 통한 EMD(Emergency Medical Dispatch)의 GUI 어플리케이션 인터페이스를 구현하였다. 구체적으로는 시스템 분석 및 TOGAF 분류표를 통해 JAVA를 활용한 EMS ASP 정보시스템 구축을 위한 서버 및 DB, 네트웍구성에 대한 모델링을 하였으며 ASP EMD 어플리케이션 구현을 위해 DB 데이터 스키마 및 일부 On-line Instruction 모듈을 제시하였다. 본 연구는 ASP개념을 병원전 응급의료서비스 분야에 적용하여 저비용 고효율적인 정보시스템 구현을 위한 구체적 모델을 제시하므로써 앞으로 응급의료서비스분야 정보화 사업의 성공적 정착을 위한 참고자료로서 그 의의가 있다고 할 수 있다.

As national economy improves, there has been a steady growth of interest not only in preventive aspects of health promotion but in emergency medical services which have a direct effect on patient life. Despite of strong government efforts to build up an e-government, information system development and its use in healthcare field have been much slower than other fields. Especially, latest information technology has been applied to the prehospital emergency medical services only in a limited basis due to lack of understand and financial resources.

This study presented a model for the prehospital emergency medical services system using next generation ASP (Application Service Provider) technology. ASP is capable of actively responding to the rapidly changing IT and is effective in system maintainment, management, and cost saving. In this study, the GUI application interface of EMD (Emergency Medical Dispatch) was developed for the local 119 centers using the Internet-based web browsers. Specifically, a model for the server, database, and network was developed for the ASP-based EMS information system using JAVA based on a system analysis and the TOGAF classification table. A data schema and a on-line instruction module were also developed to help implement the EMD system.

This model is a low-cost and effective approch to develop information system for the prehospital emergency medical services using new information technology. In the future, this approach can also be applied to other related systems in the emergency medical services.
